California Streamlines Small-Lot Home Approvals

California’s new law has introduced a streamlined, 60-day ministerial approval process for subdivisions of up to 10 homes on eligible infill sites—no lengthy environmental review or public hearings if requirements are met. For those navigating the Orange County market, here’s what stands out: in multifamily zones, each new small lot must be at least 600 sq-ft, and average floor space is capped at 1,750 net habitable sq-ft. For the 10-home limit, ADUs and JADUs are treated differently depending on zoning—multifamily zones exclude both ADUs and JADUs, while single-family zones exclude only JADUs. Los Angeles set the precedent with its local ordinance, and now the entire state is encouraging compact ownership opportunities. While the law’s main goal is to open more doors to homeownership, there’s ongoing debate about whether these projects truly provide starter homes. Later updates have even allowed vacant single-family lots to be redeveloped. In our experience helping buyers, sellers, and investors strategize in evolving markets like this, staying ahead of these changes is essential for making informed, competitive decisions.
